These include a variety of background information to varying degrees: agendas, recent news stories related to the topics, prepared questions and answers, attendee lists, and the overall message intended by the Governor. Not all briefing files contain all content listed here. Some speech drafts are included. Series is unprocessed, and the order of records is inconsistent under each broad heading (Read Files, Executive Briefing Memos and "State Stat" Memos, etc.).

The first policy regarding the transfer of State Agency records to the Archives, apart from those required to be transferred by the original law creating the Hall of Records, was formulated by Dr. Morris Radoff in 1946-1947.
