Series Description
In 2002, the Office of Promotion absorbed the Mayor's Advisory Commission on Art and Culture to form the Baltimore Office of Promotion & The Arts (BOPA). BOPA is a nonprofit cultural organization that inspires and engages audiences and cultivates the city’s creative economy through the arts, events, and film industry. BOPA produces special events for citizens and visitors, including Artscape, the Baltimore Book Festival, sports competitions, parades, festivals, concerts, fireworks, family-oriented festivities, and holiday celebrations. It also manages the Top of the World Observation Level (at Baltimore's World Trade Center) and the Cloisters, School 33 Art Center, and the Bromo Seltzer Arts Tower.

The Office of Promotion, a quasi-governmental agency, organized city events such as the Thanksgiving parade, the Waterfront Festival, the New Year's Eve and the Fourth of July ceebrations. It also managed the Farmers' Market, Inner Harbor Ice Rink and Pier Six Concert Pavilion.
The Mayor's Advisory Commission on Art and Culture's most visible program was Artscape. The commission also oversaw the School 33 Art Center, the Cloisters children's museum, a public mural program and the Bright Starts program, which provided free arts instruction for city schoolchildren at Saturday workshops in libraries, churches and community centers.
