Series Description
This record group is a compilation from various Baltimore City departments and agencies which submitted yearly statements of their operations. The majority are Annual Reports of some substance, but some are only brief summary statements. Although not originally maintained together, these reports have been combined for the convenience of researchers. Ordinances for Inspectors (1826/18/238), City Health Commission (1824, R. (Mar. 12) p. 93) and Heads of Departments (1859, R. 163) illustrate the requirement for such reports to be made on a yearly basis to the Mayor and City Council. The surviving permanent records of these departments and agencies are to be found described separately in their appropriate record group (BRG) series.

This series includes, but is not limited to, reports from the following agencies:

Airport Board of Baltimore: These reports contain background information on the creation of the Board and the beginning of the Airport. They also include financial statements, information about passengers, cargo, operations, and air traffic.

Bureau of Audits: Included are certain statements from various departments of the City government which were examined for the purpose of an audit.

Free Public Bath Commission: Statistical Reports of the operation of the Commission with pictures. Reports for the years 1920-1939, 1941-1949, and 1951 are missing.

Burnt District Commission: These reports of years 1904-1906 give summations and statistical accounts of yearly and semi-yearly activities of the Burnt District Commission.

Inspector of Buildings: Report shows the work done by this agency in the form of a summary and tables, illustrating permits, inspection and repairs to the City.

Charter Revision Commission: Included are reports of the Commission's activities, along with drafts of proposed amendments and revisions and Public Local law. There is also a Report of Hearings on Proportional Representation conducted by the Advisory Committee of the Charter Revision Commission (1944). Reports for the years 1899, 1901-1909, 1911-1914, 1916-1917, 1919-1926, 1928-1933, 1935-1937, 1939-1943, 1945, 1947-1948, 1950-1963 are missing.

Citizen's Relief Committee: Report of the committee that was appointed due to the Great Baltimore Fire (February 7-8, 1904). It lists members of the committee along with an itemized summary of their achievements. For related materials see BRG17, records of the Burnt District Commission (1904-1907).

City Collector: The City Collector's report provides a summary of activities as well as a comparison of monies collected from year to year. The series is missing reports for the years 1902, 1906-1908, 1919-1922, and 1925-1928.

City Commissioner: The Commissioner's reports include a summary of the improvements made by this department along with tables illustrating financial matters concerning the city.

Comptroller: Detailed reports of the receipts, appropriations, expenditures, assets and liabilities of the city of Baltimore. Reports for the years 1902, 1906-1908, 1919-1920, 1923-1949, and 1951-1958 are missing.

Chief Engineer of the Electrical Commission: Reports made by the commission's chief engineer starting with the organization of the commission in 1898. They summarize the commission's activities and accomplishments, providing tables and maps.

City Engineer: Detailed report of street improvements and funds used by the department. Charts are provided.

Financial Reports: Annual reports given by the Commissioners of Finance to show the financial conditions of the city. Included are summaries of the Commissioner's operations and various financial statements. Reports for 1935-1946, 1951, 1954, 1958-1959 and 1963-1980 are missing.

Fire Inspector and Commissioners: Reports outline operations over a given year with tables illustrating the number of fires, alarms of fires, and their causes. The reports of the Board of Fire Commissioners summarize the workings of the Fire Department with tables, ordinances, and rules and regulations of the Department. Reports for 1861, 1863-1867, and 1925-1960 are missing.

Inspector of Gas and Illuminating Oils: Reports show the expenditures and work performed for a given year. Report for 1925 is missing.

Grand Jury: Included along with the Grand Jury Reports is a Foreman's Report and tabulations of all the cases brought before the Grand Jury each term. There are also detailed reports of the Jury's five committees which usually include Nuisance and Health Committee, Liquor License Committee, Penitentiary Committee, Hospital Committee, and Juvenile Delinquency Committee. Reports for 1943-1946 and 1948-1952 are missing.

Health Department: Summaries and tables of the work done by the City Health Department. Also included is an organizational chart; Industrial Hygiene Reports for 1950, 1954, 1965; the Board of Medical Examiner's Report for 1984-1985; and a publication titled Administering Health Services in Maryland (1960).

Highway Engineer: Summaries and statistical statements outline yearly operations of the Highway Engineer. Included are figures for labor and material expenditures. There is also a letter dated 1930 to the Chief Engineer in reference to suggested recommendations. Reports for 1918-1919, 1921-1922, 1925-1935 are missing.

Baltimore City Jail: Report of activities and statistical comparisons of the Baltimore City Jail.

Baltimore City Liquor Board: Includes the annual report for 1940, a statistical review of the Board's efforts over the past year to limit the number of licenses, control already licensed establishments, and regulate the sale to minors. The restaurant question and Sunday Sale are also issues which are addressed.

Office of the Mayor: Includes the Mayor's report to the City Council concerning the City's activities and the condition of its finances. Statistical charts are include. Reports for 1917, 1928-1929, 1931-1942 and 1949-1962 are missing.

Park Commission: Reports concerning annual activities. Included are descriptions of improvements, financial statements and expenditures, visitor statistics and property inventories. Reports for 1863, 1865, 1868, 1913-1914, 1958, and 1960-1962 are missing.

Paving Commission: Reports concerning annual activities, including financial statements and expenitures, contracts, maps of avements laid, personnel lists, tables of mateial dimensions, and photographs. Missing report for 1919.

Central Payroll Bureau: Reports provide statements of the bureau's activities along with accomplishments and pertinent forms.

City Plan Commission: Included is a summary of present and proposed physical facilities, providing maps (142); the master plan status (1946); and Rules of the Commission for Land Subdivision (1940).

Police Commissioner: Annual charts and statements listing statistical data on organizational and interworkings of a police department. Missing reports include prior to 1868 (see Pratt Library for 1861 and 1864), 1876-1877 and 1880-1883 (see Pratt Library for these years). Other gaps in years in this series may be found in BRG29-10-17, Department of Legislative Reference library material.

Department of Public Works: These annual reports record statistical information pertaining to Public Works operations. Some photographs supplement information. Reports for 1940-1958 and 1960 are missing.

Central Purchasing Bureau: Reports of all purchases made by department heads through the Central Purchasing Bureau. Reports for 192-1931 are missing.

City Register: Reports contain various financial statements outlining the condition of the Treasury at the close of each year, and estimating receipts and expenditures for the next year.

Commissioners of Public Schools: Reports on activities of schools and faculty members. Reports missing for 1906-1908.

Employee's Retirement System: Include balance sheets, summaries and tables illustrating the financial condition of the system. Reports missing for the years 1924-1928, 1942-1943.

Salary and Wage Scale: Listings of occupational classifications and statistics determining salary policies. Reports for 1942-1945, 1947, 1950, 1955 and 1956.

Sewerage Commission: Series of reports containing statistical data, maps, and photographs pertinent to the Commission's yearly operations. Included is a sewerage system report prepared in 1939.

State's Attorney: Annual reports of statistics and important case summaries. Reports missing for 1933-1953 and 1956-1961.

Supreme Bench: Reports of information relevant to People's Court (1938), Juvenile Causes Court (1944-1959, 1963) and Probation Department (1958, 1961, 1963-1964).

Tax Commission: Summaries of activities, including statistical annual reports of the Bureau of Assessment and Appeal Tax Court. Bureau of Assessment is missing reports for 1941; the Appeal Tax Court is missing reports for 1927, 1932, 1934, 1941 and 1942.

Traffic and Transit Department: Reports of yearly functions, including statistical information and lists.

Water Department: Annual report summations including statistical statements and list. Reports for 1856-1862, 1874-1879, 1896, 1901-1902, 1904-1910, 1913, and 1919-1923 are missing.

Public Welfare: Included are various statistical charts. Reports for 1945-1946, 1948-1950, 1952, 1960-1961, and 1963 are missing.

Board of Zoning Appeals: Conatins the Second Annual Report of the Board which provides a brief history of the Board and the Zoning Commission of 1921, along with statistical charts, maps, and information relating to the Board's activities.
